That decal looks like the ones you print-out from a DMV self-service machine.
Different format from the ones that are mailed to you or you get directly from the DMV.

No dealer frame + new plate + Grand Caravan = probably a rental. Maybe that’s something special the rental companies do. Around here, Enterprise cars registered in Georgia expire in March 2020.
